I understand that the Case was closed on 23/08/2002.
The reason I was unable to continue with the Case and communicate my depositions to the Court is that I had been found to have abused the process of Court and was harassed and persecuted in the Televised Media and other social activities by what I considered was State-organised persecution. I therefore sought asylum out of the country and was arrested by Dover Police on travel to France to escape this victimisation. I was incarcerated in a mental hospital promptly for 3 months in 2004 and when I came out 3 months later, I was so depressed that I could not do anything other than menial jobs to make ends meet. When I started getting hold of myself, I resumed my legal fight for justice at the Supreme Court of India which led to a further incarceration in a mental hospital in 2008 this time for one month. It was therefore clear to me that the United Kingdom State did not wish me to issue legal proceedings, so I went on doing work as at petrol stations.
But this did not satisfy me, I had to learn to live again and study the Humanities and so I developed a Blog https://shantanup.wordpress.com whilst being kept in the Care in the Community provisions of the Mental Health provisions of the National Health Service diagnosed first as having persistent delusional disorder and then paranoid schizophrenia and autism as well as Personality Disorder. When people read my Blog, I was harassed incessantly so I complained to Kent Police and it took no action as against Egregious_G, phands, Devi8 among others. I blogged these matters too and the State through the prompting of the Consultant Psychiatrist got Wordpress to suspend and archive my Blog which contained all my Scientific and Religious compilations and was entitled 'Knowledge for world conservation that I dedicated myself towards for want to do something useful in my life.
I had problems coping and took legal action when my attempts to pursue a political career were thwarted by the Labour Party, UKIP and Liberal Democrats.
All my attempts were thwarted by racial discrimination as a Hate Crime which I reported to Kent Police but it took no action. Then in 2017 I was charged with not paying a Speeding Fine by Kent Police falsifying my correspondence, so I took out a case against Kent Police at the Queen’s Bench Division of the High Court under HQ17X01773, but it got struck out without a Defence being filed. I appealed, but then the harassment on me took a drastic turn for the worse with a firm of criminals calling itself Victims of Panigrahi Association who tried to boot me out of the country by making me stateless and failing that to have me incarcerated a third time this time assumed to be irreversibly for which a Forensic Consultant Psychiatrist was employed. I had done nothing wrong and considered that the Prime Minister had the overall responsibility to reign in the mental health authorities and the VOPA criminals so took out a litigation against the then Prime Minister Mrs Theresa May under Claim E35YM660. The Court of Central London struck out the Case on a technicality and all appeals came to nothing.
This is when Kent Police terrorised me by concocting allegations that I had harassed individuals like Katrina Sale of the Conservative Party, BP, and staff of BLM Law. I was interrogated and arrested 11, and 9 months ago but no charges have been made. It was the height of abuse of Police powers that led me to take out an injunction against the Chief Constable of Kent Police under Claim J00ME572 with associated Money Claims application for damages and compensation to me of £3.5 million.
What do I need to do to get CO/1680/2002 Case reopened, please?
