Please note the update on the proceedings below. I have only received the attached two relevant Orders from the Central London County Court on E35YM660 currently:

(a) CentralLondonCountyCourtOrderonE35YM660 dated 19January 2021_received by Claimant first at 9.27am on22March2021.pdf;

(b) Central London County Court Order 21 June 2021 (District Judge Lightman).pdf.


I will wait till noon on Monday 17 April 2023 after this weekend (unless the Duty Judges at the two Courts can respond before then) for any final sealed Orders from the Central London County Court on E35YM660, and from Medway County Court (which has never issued a Sealed Order on J00ME572 before); and with your permission, follow the process at the Court of Appeal through the Appellant's Notice N161 that you require.

This will be an unusual Appellant's Notice in that it combines the Claim against the Prime Minister under E35YM660 at the Central London County Court and the Claim against Kent Police under J00ME572 at the Medway County Court. The Appeal is based on my assertion that the Prime Minister and the Chief Constable of Kent Police worked in tandem to subject me to intense terrorism over the 6 years with the Victims of Panigrahi Association being the instrument of persecution on me. The reason for this terrorism is that I had sought justice in the civil and criminal courts in private litigation and private prosecution of both parties.


As the Court of Appeal has announced, it is prepared to accept my Appellant's Notice subject to an assessment at a future date on the Court's jurisdiction to hear the Case. You will note that I have asked both the Central London County Court and Medway County Court to issue me with the required final sealed orders of the two courts. If these Orders are not forthcoming, I will seek permission of the Court of Appeal to submit the Appellant's Notice without these Orders using only the HHJ Parfitt's and District Judge Lightman's Orders of January to June 2021, and the no sealed Orders from Medway County Court.


The reason that this process is justified for the Claimant to pursue is that the £7 million that I have sought as compensation with a letter of apology will have to be issued to me with the signatures of the current Prime Minister Right Honourable Rishi Sunak and the Chief Constable of Kent Police with the money claim to be equally divided between Kent Police (£3.5 million) and Cabinet Office (£3.5 million).

On the Court hearing the Appellant but the Appellant withdrawing from the telephone hearing after making his submission and on the Appellant’s request to reconsider the permission to appeal refused by HHJ Letham by Order dated 30 September 2019


IT IS ORDERED THAT

1. The request to reconsider permission is refused.

2. The Appellant;s application was totally without merit: the DDJ’s Order was wholly appropriate as a case management order and the stated grounds of appeal that the

Appellant lacked access to legal advice was hopeless and the oral argument put forward that the DDJ was a liar acting as part of a conspiracy to silence the Appellant was absurd (both in its premise and in its substance – since the order under appeal gave the Appellant a final chance to make his particulars of claim good).

3. The Respondent’s application for costs of the action must be referred to a DJ pursuant to CPR 3.5 (2)(a) and the Respondent’s letter dated 13 January 2021 and two cost schedules contained in the Appeal bundle (in pdf format) shall be treated as application in that respect.

4. The Respondent’s costs of the appeal are to be treated as Respondent’s costs in the action.

(b) The application dated 19 June 2021 of the Claimant to adjourn be refused.

(c) Today’s hearing is merely to assess costs. The District Judge today has no other jurisdiction.

2. The Claim Form having been struck out, judgment for the Defendant.
