Kent Police
North Kent Magistrates Court:
Dear Sir/Madam
1. My wife, Rashmi and I went to Medway Magistrates Court in time for the Court Hearing and after the Security formalities I had to book into the Court procedures. Ahead of 2.00 start time a lady came and ushered us to the Court 3 room where Rashmi was asked to sit at the back and I was asked to go to the front area. In front was the Court clerk. Another Court official came to me and asked me how I was pleading from scratch. I explained what had happened at the time, namely that I did not dispute that I had gone over the speed limit which makes me guilty doe it not? She confirmed that it does. I said I did not wish to dispute that I had gone over the speed limit because that would add to costs. She said yes it would. I then explained that I had attempted to discharge my liability by paying for and booking the Speed Awareness Course, but wanted a delay because of a Court Hearing that I had on 20 January 2023. The authorities promptly cancelled the Speed Awareness course but I was not refunded the £92 and I have Bank Statements to show that. She said that the Court cannot have anything to do with the refund of the fee and that I would have to take it up with the Course organisers.
Both the ladies then went into the backroom and after about 5 minutes three Magistrates came into the Court Room and took their positions at the head of the Court. I greeted them with good afternoon.
The justices clerk than asked me to confirm my name, date of birth and address and I gave these details. She then read me the Offence from the Charge sheet summons, and asked how I pleaded. I said guilty Your Honour. The Magistrate then passed judgment that I was fined £100 with 3 points on my licence only with the mitigation that I had entered. Thank you Your Honour. The Prosecution lawyer was sat on the other end of the bench that I had been on, and said that they would enter a costs application of around £72. The Magistrate looked at me and asked seemingly what my reaction is. I said that I would leave it to Your Honour to decide what is best. He asked how do you wish to pay the £100. Isaid I can pay it by Card now if you like. He said that the Clerk will send you details of how to pay. I asked where do I send my licence to have the 3 points endorsed. He said You do not need to send the licence. It will be done automatically. The Magistrate then said that I was free to go.
I folded my hands to my forehead and said: ‘Thank you, Your Honour’.
Rashmi and I came home. We reached home at around 2.30 pm
2. Sirs/Madams, I was expecting a communication from Medway Magistrates Court by email or in the post to confirm the judgment in writing but this has not yet arrived. Until it arrives I should not take up the matter of recovering my £92 Speed Awareness Course Fee that was never refunded from Kent County Council.
3. At 11.24 am on this Saturday the Mobile Phone rang from a Spam Caller dialling from +44 7815 799765.
4. The State authorities have used this Spam calling means to communicate messages to me I believed in the past, but I am not sure about this inference now, for it could be more terrorism mounted on me..
5. I therefore waited for some information to come through in the post or by email and dwelt on the Spam Call that I received as to its meaning in terms of the message being passed on to me by the State authorities, but there were no emails and phone calls coming. I feel that the State had decided that its warfare against me is over, the day of reckoning is over, as the State has accepted the situation that I put forward, namely, to do nothing further but wait for my Bail attendance date of 18/21 December 2023 with E35YM660 Claim permanently adjourned. This the authorities may have decided is the end of the matter especially since I had pleaded guilty to the speeding offence with my mitigation submitted to the Court, as linked here: https://www.knowledgeassessmentanddissemination.com/post/trial-10-11-2023-shantanu-panigrahi-2300074226-urn-46sj1327123-my-attendance-at-my-trial-of-10-novem
6. I should like to make it clear again that I am totally innocent of stalking/jharrassment and the sending of malicious communications to anyone, whether person or an institution that I am a suspect on, and I need to have my application for £18.4 million considered by the Central London County Court in respect of the terrorism mounted on me as a Hate Crime since 1998 under Claim E35YM660.
5. Furthermore, I stress that although I have had psychiatric assessments and treatments and have personally sought psychotherapy from Jill Jesson of Vitali Chi these were necessitated for all the mental disturbances in having to cope with the terrorism that I have endured. I consider myself to be very sane indeed.
7. Accordingly, it must be assumed that all the offences of malicious communications and stalking/harassment were implicitly taken into account by the Magistrates in reaching their verdict that I should only be fined the required £100 plus 3 points on my drivers licence because I had done everything correctly in booking the Speed awareness Course on time and was justified in asking for a delay on the 11 January 2023 date of the attendance for the reason that I needed to prepare for my Hearing on Claim E35YM660 at the Central London County Court.
I look forward to your confirmation of what I have suggested as the just outcome as the circumstances are interpreted.
Yours sincerely
