Dear Sirs

At 11.40 am, I dialled the Control Room at Kent Police through 101 and spoke to the operator about the attached interrogation and arrest of myself from 21 September 2021 and 24 November 2021 NorthKentPoliceReleasewithoutbail. in connection with which I had issued the attached Injunction of a Hate Crime being perpetrated on me by the Force: Document_2002-05-13_152026.pdf.

The lady I spoke to could not associate this matter with any Crime Number or Incident Number after taking my name, address and date of birth that she could locate on her computer. I said to her that WPC Field was dealing with it because a few months ago I had spoken with this police officer and was told that the investigation was still in progress and they will then decide whether the matter will go to the Crown Prosecution Service to determine if there was sufficient evidence of an offence that I was suspected of having committed, namely harassing Kartina Sale of the Conservative and Unionist Party. But as the arrest document shows, it is not listed as being harassment, just others which could mean that Kent Police were keeping their options open to charge me with other offences that it was not disclosing but which could emerge from examination of the desk-top computer, Amazon Fire, USB Memory Stick and my Mobile phone that it seized from us. Originally PC Nichols was dealing with the matter in Kent Police as I explained to the Control Room Staff. I asked if I could speak with PC Nichols and/or WPC Field. She said PC Field is the Complaints officer have you filed a complaint. I said Yes to Professional Standards Department, but I never received their Report on it. I said further since over a year had passed by from the date of my interrogation and subsequent arrest I need to know if the investigation is now complete or whether the matter has been referred to the Crown Prosecution Service. On a previous occasion I had asked Kent Police to remove the Biometrics data on fingerprints and DNA taken off the records that they took when I was held in custody. As things stand this has not been done. I asked the Control Room Staff for information on when the materials seized from our property would be returned to us for originally, we were told that this would happen within 3 months of the seizure of the property. I could not get any information from the Control Room lady. All she would say is what they have said on other previous occasions that I felt I should try and find out what is happening that they would send an email to Nichols and PC Fields and ask them to contact me. Today I asked them to contact me during the rest of the day as today is a Friday. She said she could not promise that this would happen even though PC Field is currently on duty at the Police Station.

The injunction that I sought in Medway County Court under Claim J00ME572 is equally unclear to me as to its disposal. I claimed £3.5 million from Kent Police for the Hate Crime. I refer also to the arrest warrant that was dealt with at East Kent Magistrates Court two years ago against the Chief Constable of Kent Police for harassment of me, that did not yield a satisfactory result and all my attempts to seek information have been ignored. The counter prosecution against Kent Police at Maidstone Crown Court is also unclear.

This is also the case with Claim E35YM660 of the Central London County Court, CO/1680/2002 of the Administrative Court of the High Court Kings Bench and HQ17X01773 of the Queens Bench Judges Listing Office.

Other representations were made to the Court of Appeal and the Supreme Court of the United Kingdom and today to the Speaker of the House of Commons as attached: ToLyndsayHoyle(SpeakerHOC)29Sep2022; ToSpeaker(HOC)ccKentPoliceMedCtyCrtCenLonJudiciaryAdminCourt30Sep2022.docs, without any kind of acknowledgement let alone resolution of the matter under consideration or dispute.

So I am requesting HMCTS under the Right to Information Act to provide me the necessary update on these proceedings hereby. Please let me know the procedure to follow.

Yours sincerely

Dr Shantanu Panigrahi
