Dear Sir

I was never charged formally with any offences other than the Speeding Offence of 5 October 2022. That is point No 1. When Kent Police take the step to charge me of harassment/malicious communications/wrongful blogging and online autobiography publishing in crystal clear terms setting out how I have violated the provisions of the Malicious Communications Act and Harassment Acts, without further voluntary or arrest interviews in the Police Station and without the bail that I am seemingly under until 18 June 2023 5pm when I am supposed to appear at Medway Police Station, then would be the time for me to obtain all the necessary evidence for that charge that I would need to defend myself of the allegations that I am suspected of having committed since the summer of 2021. Until then they remain allegations.

For the Speeding Offence I do not need any Public Disclosures evidence/records at this stage from Kent Police until Medway Magistrates Court advise me of the date and time to which the 1 June 2023 has been adjourned in respect of the attached Notice of New Date of Hearing NKMC.pdf.

Further, Kent Police was supposed to have cooperated with the Institute for Government that I applied to for a pre-screening process leading up to the Public Enquiry and especially so with the continuing abysmal state of the involvement of the Independent Office for Police Conduct as attached: ToIndOffConduct(APPLICATION SUBMITTED FOR A PUBLIC ENQUIRY)Report28May2023.docx.

As for myself I cannot prejudge the directions of proceedings under way in the Public Enquiry which will in due course issue its needs directly to all the parties concerned, in accordance with the pre-screening of the application by the Institute for Government.

Since you have accepted that the legal and medical proceedings are over apart from the Speeding Offence specifically, I am minded to disregarding the bail imposed on me for Harassment and Malicious Communications/wrongful blogging and online autobiography unless otherwise advised by the Institute for Government prior to 18 June 2023 5.00 pm.

If you have any other questions, please do not hesitate to reply to this email.

Yours sincerely

Good evening DR Panigrahi

I see you have emailed several institutions. For information held at Kent Police . This is known as subject access. This includes copies of Athena crime reports. If you call back during office hours and ask for the Public Disclosure Team via 824; or email public.disclosure@kent.police.uk or write to Kent Police Public Disclosure Team, Old London Road, Aylesford, Maidstone, Kent ME20 7SL

Custody Record or interview record - any individual wanting a copy of either of these within 12 months of being charged should write to the officer in charge of that Police Station more than 12 months or an NFA outcome - public.disclosure@kent.police.uk

Hope this assists

Dear Sirs

With the completion of legal and medical proceedings this evening that left me totally bemused and dissatisfied, I have applied for a Public Enquiry over the manner in which my litigations and private prosecutions as well as medical treatments have been managed by the various institutions of the State.

Kindly provided your responses as evidence and stance on this matter to:
