OPCC Reviews Kent
Northkent Magistrates Court
Thu, 28 Sept at 10:10
I hereby withdraw my application for a OPCC review of the matter: any such report from the OPCC will be regarded as perverting the course of justice. This is because Kent Police had specifically selected out the issue of the complaint that the Bail conditions that I had complained about as being unjust and intolerable for Review by the OPCC. This matter is hereby referred to North Kent Magistrates Court sitting at Medway Magistrates Court for adjudication before 3.00 pm today in order for me to decide whether or not I am required to or obliged to attend the Bail appointments of 16.00 pm today (Malicious Communications) and of 10 October 2023 16.00 pm (Stalking offence).
Should the North Kent Magistrates Court not enter judgment on the application on the overturning of the Bail that I had applied for with the Magistrates by this deadline, the Judicial and Law Enforcement Conspiracy against me would be proven.

Dear Dr Panigrahi,
As we have advised you previously, it is not the role of the Office of the Police and Crime Commissioner (OPCC) to make a judgement on legal issues. Operational policing decisions are not within the remit of this review.
We will not be reviewing whether Kent Police's Bail Conditions had been unduly unjust and intolerable. It is solely our role to judge whether Kent Police have acted reasonably and proportionately in trying to resolve your complaint (CO/915/23). In your case it is to assess whether the decision by Kent Police to take no further action over that complaint and instead direct you to make an application for bail variation procedure was reasonable and proportionate.
It remains our aim to provide you with a response in full on the above basis by 30th October 2023.

Dear Office of Police and Crime Commissioner
In respect of your commitment to provide me with a report within 40 days of the attached (FrOPCC Request for Review Kent Police Complaint4Sep2023.docx) acknowledgement of acceptance of application to Review whether Kent Police's Bail Conditions had been unduly unjust and intolerable, and so should be overturned by the Commissioner; and your commitment to provide me with the full report by 30 October 2023 on the matter, I have to say that I have run out of time in one regard in that I have a Bail appointment at Medway Police Station today the 28th of September 2023 at 16.00 hours (and another Bail appointment on 10 October 2023 at 16.00) that I need to make a decision whether or not to attend.
I therefore need an interim report from the OPCC immediately before the final deadlines that you have set are met by yourselves.
