Dear DS Mish Muchemwa
Thank you for setting up your remit as the parameters of investigation. I cannot comment on these limitations as it is under Judicial scrutiny at the Central London County Court under Claim E35YM660 in which I am claiming £100 million in damages and compensation from the Treasury of the United Kingdom which will be prejudiced against me if I agree to what you have suggested.
Please direct all your evidence for the Circuit Judge at the Central London County Court to consider.
Please note that any further communication to me from Kent Police will be read and filed with no action being taken by me.
Yours sincerely

Good afternoon, Dr Shantanu Panigrahi.
Just for clarity and the parameters of my investigation I’ll be regarding your complaint that you believe you were arrested unnecessarily by Kent Police on 5 occasions between 15 September 2021 and 20 April 2023 with a 6th coerced interview, with him being falsely accused that he had stalked and sent out malicious communications to various individuals and institutions. My remit is to establish whether those arrests were lawful, necessary, and proportionate. Any complaint you have regarding other organisation will need to be directed to those organisations.
Could I ask if you could list the arrest that you dispute were lawful, necessary, and proportionate. Can you also provide me with any grounds or your opinion for believing that these arrest were not lawful, necessary, and proportionate.
Following the receipt of the above, I will review the custody events and identify officers involved in that case and get an account from them. If I require further information of clarity about the event, I will make further contact with you to discuss this, prior to submitting my findings to PSD, who will thereafter inform you of the findings.
I hope the provide clarity regarding the parameters of my investigation and my remit.
Kind Regards
DS 14005 Mish MUCHEMWA

As I have said to Professional Standards Department of Kent Police the items you have cited in the email is only the beginning of the issues under investigation CO/999.23. but I am happy that you have accepted the responsibility for investigation of the police brutality, M15/M16 perpetrated terrorism on me through engineered extraction of my email address, obstruction of justice and perverting the course of justice by civil and criminal courts and political parties at the House of Commons (see ToLabourPartyCorrespondence(Refund of the £34_Cooling off period)12Mar2024.docx; and the latest terrorism inflicted on me by Internet Archive (see: FrInternetArchive(When Vice shuts down)12Mar2024.docx.
I will leave the matter in your capable hands.
