Barclays Bank has been terrorising me for some years now and the card ending in 4002 was compromised by the Bank to make the payment that Kent County Council say was send did not enter our Bank Account. This terrorism was supposed to have been investigated by its Fraud Office but no report has been received by me. It started in 1997 when the British Society of Animal Science siphoned out £120 from the same account and then there was Adobe Acrobat doing the same thing at the height of my persecution that Barclays Bank failed to investigate. Further such criminality occurred when Westfield General also manipulated our Current Account fraudulently. My Santander Account was also severely manipulated to siphon out funds and so was my Pay Pal Account. These Banks were organised by the State Security Services of MI5 to terrorise me and my family.
This is the only explanation for the missing £92 paid for the Speed Awareness Course.

I can confirm that the client had received a full refund on 16 November 2022, as he has been advised on several occasions previously.
As the client had disputed the refund had been made, I asked the booking system company to provide further information for him.
They made an error when confirming the refund amount but have this morning confirmed the full amount of £92 was refunded last year. They provided the following paragraph:

My apologies! That was a typo in my email. I can confirm it was a full £92 that was refunded:
The client was then sent an email confirming this error this morning, with an apology for any confusion caused.

Kindly note that Kent County Council has terminated correspondence on this still unsolved mystery. The refund should be for £92 not £90.
Notwithstanding I telephoned Barclays Bank on receipt of this email. They Bank confirmed that no such transaction was received folloiwing 16 November 2022 on debit cardb ending on 4002 or 4012, and further aid that due how VISA system operates if their refund was sent the money would still have been credited into our joint Current Account associated with my debit card.
Barclays Bank said that will send me my Statement 9f the Account from 15 November 2022 to 20 November 2022 in the post to confirm.

I have asked our booking system company, to provide some additional information for you in relation to the refund on 16 November 2022. They have responded as below and I have provide a copy of the refund email that was sent to you at the time this was processed by our team and can be used when contacting your bank/building society.
Unfortunately, the only items we can provide is details of the refund which is as follows:
Refund amount: £90
Refund Date: 16/11/2022 14:12:18
Last 4 card digits: 4002
Transaction Status: Success
If the client has changed cards, the refund would have been made to the one they used to originally pay with. As the refund was successful, the account would have been active at the time of the refund. This means that the transaction would be linked to the old bank/card so they will need to check there to see the statement.
The only item we can suggest is that the client contacts the bank of their original card as they will have the transaction for this refund.
Most of our customers use the Booking Refund email template as evidence or a form of receipt for a refund. I can see on this record that one was generated on the 16/11/2022 which informs the client that a refund had been issued.
As the refund was processed on 16 November 2022 there is no further information that we can now provide or assist any further in this matter. You will need to address this with your bank/building society.

some progress seemed to have been made this morning (see attached ToKDE(KentCountyCouncil)15May2023.docx; but I waited for over two hours and then checked my Barclays Bank Account for the dates around 15 November 2022 and 15 November 2022 and 20 November 2022 and for this morning too, but no deposit of £92 is recorded. My replacement debit card No ends in 4012, not 4002 as KDFE stated. But should it have made any difference at all when both of these debit cards related to the Sort Code and Account Number: 20-54-11, 90098086? In any case I am copying this email to Kent Count Coucil to determine if it is still considering letting me do the Speed Awareness course if this is the reason for its silence following my clarifying email sent. If not it should do an online transfer of funds into the Bank Account details given here.
