Dear Sir


I am anticipating considerable upheavals for all parties involved in this dispute that the Chief Constable has been served Notice of Issue on as attached: Document_2022-05-13_152026.pdf, with its amendment n1-eng KentPolice UpdateMay2022.pdf so before the Notice of Issue is officially deemed to have been served on Kent Police that will entail follow-up actions for both the Claimant and Defendant, I am hereby enquiring whether Kent Police will be amenable to a Meeting to discuss this matter out of court with a view to settlement out of court.


I have never ever been truly interested in damages and compensation, just what is lawfully mine, and in this regard the £55,000 severance payment due to me by the University of Greenwich for what I consider grossly unfair disciplinary procedures causing me defamation stands out, together with the issue of the return of our IT property taken away by Kent Police on 24 November 2021 for forensic examination. I do understand that the Police have a job to do, but I have protested my innocence emphatically unless Kent Police can produce to me new evidence that I do not currently have access to.


If I do not receive a reply from Kent Police before 10.00 am tomorrow 16 May 2022, I will await your decision as to whether Kent Police is going to issue an Acknowledgement of Service which will extend the period of time for you to provide your reply in defence to the Court, or whether the Chief Constable will directly submit Kent Police's final reply before 30 May 2022 that is required by the Notice of Issue.


If no response whatsoever is received by me by 30 May 2022 to this email, I will apply for Judgment on 1 June 2022. In case of this eventuality, I am hereby requesting Medway County Court to inform me of the further Court Fee I would have to pay for Judgment to be entered.

DEFENCE STATEMENT ON HARASSMENT OFFENCE

1. I have never ever sent an email from a Remailer, Austria anonymous email account, or a Nomen Nescio Account, or some other dizum account, or another anonymous email account to anyone whether an official at a government institution, or a private individual.

2. I have received hundreds of emails into my Gmail Phone Account from people like 38 Degrees, Internet Archive, and others which did not appear in my Desktop Gmail Account.

3. I have not sent any emails that has harassed anyone from my Shanpanigrahi3000@gmail.com account: hundreds appear to have been sent to people involved with the organisation Victims of Panigrahi Association but clearly my Shanpanigrahi3000@gmail.com account was highjacked to get me into legal difficulties with the Central London County Court in respect of Claim E35YM660.

4. My shanpanigrahi@yahoo.co.uk was bastardised by trolls and criminals so I could not send out any emails from this Account and had to abandon it a year ago. Any emails sent from this account was done by Victims of Panigrahi Association associated trolls and criminals.

5. All my purposeful emails and I have sent out thousands over the past 20 years were legitimate court-associated legal proceedings in relation to ME010463, ME002953, HQ17X01773, and E35YM660.

6. Whenever a particular recipient of an email from me asked me not to send them any emails, I complied with the request unless court proceedings became prejudiced from my inaction.

7. Since I started my E35YM660 Claim against the Prime Minister and Victims of Panigrahi Association for its criminal anonymous emails to me notably from Sivaji Panesar, Marty Caine, Nitin Bhardwaj, Fritz Wueler, Cherie, Egregious_C, and others like Ed Mulhouse and Monneka Tahir, there was a systematic attempt to have me booted out of this country to places like Pakistan, because I was bringing Kent Police in a £5 million pound damages and compensation Claim in the High Court Queens Bench Division and brought the Crown Prosecution Service to East Kent Magistrates Court on a criminal charge of perverting the course of justice and obstructing justice. That is why I considered that the UK State through its Security Services had wanted to frame charges against me of forensic or criminal nature to have me incarcerated in a mental hospital for a third time or worse to get me committed to a Trial that the County Court in Central London arranged in a Pre-Trial Hearing but I was exonerated. I told my Consultant Psychiatrist that come what may I will never leave the United Kingdom, and this is the reason that Kent Police is charging me with a concocted summons for Harassment that is not specified to leave the State room for elaboration later. This is done to protect the Central London County Court from having to pass judgment or Order to my Appeal Application which the Court would have to justify that the University of Greenwich was lawful in withholding my £55,000 severance payment.

Filing of Documents/Visiting the Royal Courts of Justice

Hearings

The current directive from the Lord Chief Justice are that hearings will now be listed in court. If a party or parties want to request a remote hearing, either by MS Teams or BT Meet Me. They must contact the Listing Office providing full reasons why a remote hearing is requested. This will them be forwarded to the assigned Judge for consideration. The Daily Cause List is published each day between 2-3pm.

Hearings by Cloud Video Platform (CVP) can be arranged if required for hearings in court only (hybrid cases).

Telephone hearings will be undertaken by BT Meet Me conference system, and a court associate will cover and record the hearing.

Legal Representatives Only

Pursuant Practice Direction 51O of the CPR, all documents must be filed via CE-File. Any documents received via post or email will be destroyed via confidential waste, only documents with cheques will be returned to you.

URGENT applications should be submitted to the court via email to this address: civilappeals.urgentwork@justice.gov.uk between 9am and 4.15 pm

What may be deemed as urgent:

Cases where in the interests of justice a substantive decision is required within 7 days. The types of work listed below fall into this category

Child cases

Committal appeals

Applications for stay of removal

Evictions

Cases (including ancillary applications) with a hearing listed in the Court of Appeal within the next month

Applications for an urgent stay of execution

Covid-19 related cases e.g. medical guidance regarding priority patients

NON URGENT applications should be emailed to: civilappeals.registry@justice.gov.uk

This auto response is confirmation that your email has been received and you will not receive a separate acknowledgement. Your application will be dealt with as the court increases its capacity to manage new non urgent work.

All appellant’s notices will be accepted in the first instance on the basis that they may be rejected at a later date for want of jurisdiction.

Fresh applications for permission to appeal must include:

a completed appellant’s notice (form N161);

grounds of appeal on a separate sheet;

The appropriate court fee via your PBA account, a completed Help with Fees form (EX160) or by contacting the *RCJ Fees Office (see attached)

a copy of the sealed order being appealed.

A transcript of judgment should also be provided if available (or should be ordered immediately)

The public counter at E307 (Registry) remains closed, however a drop box facility is available at the main entrance into the Royal Courts of Justice.
