When considering the lack of even acknowledgment from Kent Police let alone a formal reply to the attached submission: ToKentPolice(ComplaintConsentRashmiPSD)8Aug2023.docx, may I be so bold as to suggest that all this amounts to a Constitutional crisis in the Judicial and Law Enforcement system of the United Kingdom with the Medway County Court (on J00ME572 proceedings) Central London County Court (on E35YM660 proceedings, Kings Bench of High Court (on HQ17X01773 proceedings), Administrative Court of High Court (on CO/1680/2002 proceedings), as well as North Kent Magistrates Court as attached, East Kent Magistrates Court and Maidstone Crown Court on private prosecutions issued and the overseeing Supreme Court which was approached being unable to intervene in a matter that threatens the gross miscarriage of justice, the prevention of which is the very foundation of Law and Order in any civil society?

I need more time to consider the proceedings under are that Court of Appeals above reference number than the 7 days that you have permitted because of the complexities inherent in the fact that the civil proceedings are highly dynamic in nature in the 10 November 2023 2 pm Trial Hearing at North Kent Magistrates Court, and that a Judicial Review proceedings is in place right now at the High Court under Case No/1620/2002.

Furthermore, Kent Police is currently considering whether to charge me with offences for allegedly Stalking, and sending malicious communications so the outcome of its consideration in terms of the several millions of pounds that I have demanded with an apology would have to be known before CA-2003-000750 is closed by the Court of Appeal notwithstanding the concerns stated by the jurisdiction lawyer Levey.


If these proceedings do not progress matters to a just resolution by 10 November 2023, the Court of Appeal will have jurisdiction to list a Hearing.


If the Court of Appeal disagrees, please let me know as soon as possible.

I refer to the appellant’s notice filed by the applicant seeking permission to appeal various orders, including those of HHJ Parfitt and DJ Lightman. The date given in section 2 of the appellant’s notice is 15 April 2023.


No order dated 15 April 2023 has been provided. However, the following orders have been filed:


The order of HHJ Parfitt of 19 January 2021 - The Court of Appeal has no jurisdiction to entertain an appeal against a Circuit Judge sitting in the County Court (see article 5 of the Access to Justice Act 1999 (Destination of Appeals) Order 2016). An appeal lies instead to a High Court Judge. Furthermore, there is no right of appeal against a refusal of permission to appeal (see section 54(4) of the Access to Justice Act 1999).

The order of DJ Lightman dated 21 June 2021 - The Court of Appeal has no jurisdiction to entertain an appeal from a decision of a District Judge. An appeal lies instead to a Circuit Judge, sitting in the County Court, pursuant to article 5(3) of the Access to Justice Act 1999 (Destination of Appeals) Order 2016.

Accordingly, this Court has no jurisdiction in respect to the orders filed.


Unless the applicant files an order in respect to which this Court does have jurisdiction within 7 days, this matter will be closed.
