You are so very wrong about me: I have checked with Medway Police Station just now and have been told that I should come from the side entrance on the 18 June 2023 5 pm that I am required to under the bail that has been imposed.


I do not know where you got the idea that I have a solicitor who will represent me at the Bail or thereafter if proceedings go to Court. I have not been charged with any offences so far. The Case at North Kent Magistrates Court sitting at Medway Magistrates Court is solely about the 5 October 2023 Speeding Offence and nothing else, but I will be citing mitigating circumstances at the Hearing of 10 November 2023 2 pm namely that of people like you anonymously terrorising me and keeping me embroiled in legal difficulties. If my plea of not guilty is accepted, I will ask the Court to identify all the members of Victims of Panigrahi Associaton like yourself, Marty Caine, Nitin Bhardwaj, Fritz Wuehler, Cherie who incidentally is not Cherie Booth the former Prime Minister Tony Blair's wife, Bury, Mohamad Bhakt of Pakistan, that will force you all out into the open so that you face due justice in a criminal and civil court.

Kindly note the communication attached that I have received this morning from Dr Sivaji Panesar: FrSivajiPanesar13Jun2023.docx misrepresenting me and so defaming me and my family by copying the email to Martin Tolhurst and my elder sister in India.


The first time I received an email from Dr Sivaji Panesar was when I was appealing the Orders of Master Eastman on Claim HQ17X01773 at the Queen’s Bench Division of the High Court. He had referred me to the Attorney General of the United Kingdom as a vexatious litigant, but so far no such judgment has been received by me, so that all my litigations and private prosecutions taken our under that Claim and subsequently under E35YM660 and J00ME572 at the Central London County Court and Medway County Court were legitimate expressions of grievances that I tried to access justice on. Further, an arrest warrant on the Chief Constable of Kent Police at East Kent Magistrates Court was also legitimate as it was acted upon and a judgment delivered.


I have to date done nothing wrong and whilst I accept that Kent Police has got a job to do to identify the miscreants who sent out harassing and malicious emails by hijacking my email accounts, as a law-abiding citizen I am required to attend the Bail Hearing on the 18 June 2023 5 pm, with or without a solicitor to assist me in the proceedings.


This leaves me with the question of who Dr Sivaji Panesar said to be from the Ministry of External Affairs of India is, and despite my writing three years ago when this person surfaced, the High Commission has not responded that it is a genuine person employed by the Government of India and not a troll representing the so-called organisation Victims of Panigrahi Association (VOPA)


Should any one of you be able to identify this person, I would be grateful as I wish to institute legal proceedings against him in a Court of Law in the most appropriate manner.

Coronavirus Working Practices

In line with current Government Guidelines, staff are currently working both on site and remotely. Full details of what this means for the individual departments within the Queen's Bench Division are reviewed and updated constantly, they are published at the following link and can be found under the heading Royal Courts of Justice (RCJ). There are no public counters. The Fees Office counter is open by appointment only.

Phones

Telephones will be answered between 10am-4pm. The number to call is 020 3936 8957. If your query is not urgent, please email the office you wish to contact. A list of e-mails are at the bottom of this message. If you are seeking sealed orders, applications or hearing notices, where possible, please check the electronic case file (CE-File).

Filing of Documents/Visiting the Royal Courts of Justice

If you cannot file a document via the preferred methods of CE-File or email, you can post the documents to our department or leave them in a drop box just inside the main entrance. If you do visit the RCJ, you will not be able to speak with any staff other than security.

Hearings

The current directive from the Lord Chief Justice are that hearings will now be listed in court. If a party or parties want to request a remote hearing, either by MS Teams or BT Meet Me. They must contact the Listing Office providing full reasons why a remote hearing is requested. This will them be forwarded to the assigned Judge for consideration. The Daily Cause List is published each day between 2-3pm.


Hearings by Cloud Video Platform (CVP) can be arranged if required for hearings in court only (hybrid cases).

Telephone hearings will be undertaken by BT Meet Me conference system, and a court associate will cover and record the hearing.

Legal Representatives Only

Pursuant Practice Direction 51O of the CPR, all documents must be filed via CE-File. Any documents received via post or email will be destroyed via confidential waste, only documents with cheques will be returned to you.

Exceptions to the above apply where the court requests alternative filing, advice by Counsel for an approval hearing or stated in another Practice Direction or Part of the CPR. If an order states filing by email, please attach a copy of the order and state the paragraph with this direction.

Any Party

In accordance with Practice Direction 5B – all emails to the court should include the following, failure to do so will result in the court not actioning or acknowledging your email.

Subject Header – Case number, parties’ names and any dates relating to an up-coming hearing

Provide a clear description of the contents in the body of the e-mail message. Please refrain from messages such as “Please see attached”.

Please copy your message to the relevant parties where applicable.

Any document that carries a fee and does not state or include proof of payment or fee remission will not be actioned.

If you're unable to comply with these points or any other part of Practice Direction 5B - Electronic communication and filing, your message will not be dealt with.
